The most stringent plastic restriction order will land at the end of the year

Xinhua News Agency, Beijing, December 28 (Reporter Li Jing) As the end of the year approaches, the implementation of the “most stringent plastic order” has also entered the countdown stage. Many organizations said that in this context, the degradable plastics industry may usher in rapid development opportunities. As of the close of trading on December 25, the Flush degradable plastic concept sector rose 1.03% to close at 994.32 points.

In terms of policy, the “Opinions on Further Strengthening the Control of Plastic Pollution” issued by the National Development and Reform Commission and the Ministry of Ecology and Environment at the beginning of the year was praised by the industry as “the most stringent plastic restriction order in history.” The document stipulates that by the end of 2020, shopping malls, supermarkets, pharmacies, bookstores and other places in built-up areas of municipalities, provincial capitals, and cities separately designated in the plan, as well as food and beverage take-out services and various exhibition activities, prohibit the use of non-degradable plastic bags; nationwide catering The industry prohibits the use of non-degradable disposable plastic straws; non-degradable disposable plastic tableware is forbidden for catering services in built-up areas and scenic spots in cities above the prefecture level.

On July 10, the National Development and Reform Commission, together with the Ministry of Ecology and Environment, the Ministry of Industry and Information Technology, and other departments issued the “Notice on Solid Promotion of Plastic Pollution Control” on the implementation of the “Opinions”, requiring all localities to issue provincial-level issues before mid-August. Implement the plan to ensure that the goals and tasks are completed on schedule.

This reporter learned that up to now, Beijing, Shanghai, Hainan, Jiangsu, Yunnan, Guangdong, Henan and other places have all issued local “strictest plastic limit orders”. Most of them set the end of 2020 as the deadline to prohibit one-off production and sales. Foamed plastic tableware.

On December 14, the China Government Network and the General Office of the State Council forwarded relevant documents issued by the National Development and Reform Commission and other departments, proposing to accelerate the implementation of the green product certification for express packaging and the labeling system for degradable packaging products.

Tianfeng Securities believes that with the successive introduction of relevant policies from the central level to local provinces and cities, it continues to be optimistic that my country’s plastic ban and plastic restriction policy goals will be completed on schedule, which will promote the rapid development of degradable plastics and upstream and downstream industries.

A research report released by the Foresight Industry Research Institute shows that China’s plastic products output reached 81.84 million tons in 2019, accounting for about a quarter of the world. At the same time, the consumption of biodegradable plastics in my country in 2019 was only 520,000 tons. According to the data of the European Bioplastics Association, the global consumption of biodegradable plastics in my country accounted for only 4.6%, which is significantly lower than the global average. The report pointed out that from “plastic restriction” to “plastic ban”, the policy is expected to further accelerate the penetration of degradable plastics.

The future market space of the degradable plastic industry is huge. Huaan Securities pointed out that the nationwide ban on plastics promoted by my country this time will stimulate the steady growth of domestic demand for biodegradable plastics. By 2025, the demand for biodegradable plastics in my country is expected to be 2.38 million tons, and the market size can reach 47.7 billion yuan; by 2030, the demand is expected to be 4.28 million tons and the market size can reach 85.5 billion yuan. Soochow Securities estimates that the demand for biodegradable plastics in the four areas of express packaging, disposable plastic tableware, plastic shopping bags and agricultural mulch will form a total market space of about 2.5 million tons in 2025, and the market size will reach 500 About 100 million yuan.

However, the industry generally believes that my country’s biodegradable plastics are still in the industry introduction period. Soochow Securities pointed out that compared with traditional plastics, the production cost of degradable plastics is higher, which has become a major obstacle to the marketization of renewable plastics. Guosen Securities believes that the decline in the price of biodegradable plastics requires technological progress in the long run, but it is difficult to control and predict the timing of breakthroughs. At present, the domestic biodegradable plastic industry has entered a stage of rapid expansion of production capacity. If the capacity utilization rate is to be maintained at 80%, the penetration rate of my country’s biodegradable plastics should exceed 3% by 2023. In this process, it is vital for the government to strengthen legislation and enforcement of plastic restrictions and introduce subsidies for biodegradable plastics.

Huaan Securities said that for products such as biodegradable plastics that are in short supply for a period of time, the company’s competitive advantage is reflected in the performance flexibility and the progress of new production capacity (the earlier production capacity is put into operation, and the stronger premium is enjoyed).
